The obligations of worship in Islam are not intended to burden mankind. Allah SWT says:

مَا يُرِيدُ اللَّـهُ لِيَجْعَلَ عَلَيْكُم مِّنْ حَرَجٍ وَلَـٰكِن يُرِيدُ لِيُطَهِّرَكُمْ وَلِيُتِمَّ نِعْمَتَهُ عَلَيْكُمْ لَعَلَّكُمْ تَشْكُرُونَ

Al-Maidah; 5: 6

Meaning: “Allah does not want to place you in difficulty, but He wants to purify you and complete His favor upon you, that you may be grateful.”

The views of the fuqaha are clear that those who are capable are the ones who are encouraged (Sunnah Muakkad) to perform the Qurban, and those who are not capable are not obligated to do so. Performing Qurban by taking on debt is still valid according to Sharia. This is because capability is not a condition for the validity of the Qurban ritual, but rather a condition of obligation.
